WIPO China: Integrating Traditional Wisdom with Artificial Intelligence, Embarking on a New Chapter of Media Development
北京，4月29日 -第三届全球媒体创新论坛由中央广播电视总台（CMG）在北京举办, 本届论坛以“智能向善 责任共担——人工智能媒体治理”为主题。世界知识产权组织总干事邓鸿森，中共中央政治局委员、中宣部部长李书磊，中央广播电视总台台长兼总编辑慎海雄和国际奥林匹克委员会主席托马斯·巴赫等发表致辞。
Beijing, April 29- The Third CMG Forum, organized by China Media Group (CMG) in Beijing under the theme of “A Force for Good: Shared Responsibility in AI”, convened with opening speeches from notable figures including Mr. Daren Tang, WIPO Director General, Mr. Li Shulei, member of the Political Bureau of the CPC Central Committee and Minister of the Publicity Department of the CPC Central Committee, Mr. Shen Haixiong, President and Editor in Chief of CMG, and Mr. Thomas Bach, President of the International Olympic Committee (IOC).
在致辞中，邓鸿森强调中国知识产权生态系统具有深厚的历史背景及数千年的创新传统。从古代的丝绸、造纸、印刷和指南针到现代的机器人、电信和绿色技术的突破，中国不断展示在创新方面的实力。邓鸿森指出，中国在人工智能发展方面已成为全球领导者，中国在2022年全球人工智能相关专利授权中占比超过60%。他强调了人工智能在支持新闻工作方面的潜力，同时也提及对虚假信息、岗位流失和道德影响等问题的担忧。
During his speech, Mr. Daren Tang highlighted the profound historical context of China’s intellectual property ecosystem, emphasizing China’s rich tradition of innovation spanning thousands of years. From ancient inventions such as silk, papermaking, printing, and the compass to modern breakthroughs in robotics, telecommunications, and green technology, China has continually demonstrated its prowess in innovation. Mr. Tang underscored China’s emergence as a global leader in AI development, noting that China accounted for over 60% of AI patents granted globally in 2022. He emphasized the potential of AI to support journalism while acknowledging concerns such as misinformation, job displacement, and ethical implications.
在探索人工智能治理方面，邓鸿森强调，需要在机遇和风险之间取得平衡，以确保这一变革性技术符合人类的最佳利益。作为联合国负责创新、创造和知识产权的专门机构，WIPO将继续致力于应对这些挑战，为负责任地使用人工智能提供便利，造福全人类。
In navigating the governance of AI, Mr. Tang stressed the importance of striking a balance between opportunities and risks to ensure that this transformative technology serves humanity’s best interests. As the UN agency for innovation, creativity, and IP, WIPO remains committed to addressing these challenges and facilitating the responsible use of AI for the benefit of all.
李书磊在致辞中表示，全球媒体创新论坛已成为全球媒体交流的重要平台。他讨论了平衡与人工智能发展相关的机遇和风险的重要性，强调媒体在促进人工智能良性发展方面的责任。他强调了媒体创新和人工智能技术的整合，以提升新闻生产传播的效率品质。此外，李书磊还表示，中国愿意搭建媒体交流对话的桥梁，积极参与全球人工智能治理，推动各国交流与合作。
In his address, Mr. Li Shulei noted the CMG Forum’s emergence as a vital platform for worldwide media exchange. He delved into the significance of balancing opportunities and risks associated with the development of artificial intelligence, emphasizing the media’s role in fostering the constructive evolution of AI. He stressed the integration of media innovation and AI technology to enhance the efficiency and quality of news production and dissemination. Additionally, he expressed China’s commitment to serving as a bridge for media dialogue and actively engaging in global AI governance efforts to promote international exchange and cooperation.

慎海雄介绍了中央广播电视总台近年来在人工智能领域的探索实践，并提出希望全球媒体共同努力，打造有价值、负责任、可持续的人工智能。托马斯·巴赫提到，国际奥林匹克委员会刚刚发布了《奥林匹克AI议程》，旨在识别和降低风险，同时提供指导原则，探讨人工智能如何改变体育和奥林匹克，通过人工智能和体育使世界变得更加美好。
Mr. Shen Haixiong introduced CMG’s recent explorations and practices in the field of AI, emphasizing the importance of global media cooperation in building AI systems that are valuable, responsible, and sustainable. Mr. Thomas Bach mentioned that the IOC has just launched the Olympic AI Agenda, aimed at identifying and mitigating risks while providing guiding principles on how AI can transform sports and the Olympic movement, and making the world a better place through AI and sport.
本次活动还发布了《人工智能治理媒体行动倡议》。来自国际组织，中外媒体机构、智库和企业的200余位代表通过线上、线下方式参加了此次活动。
During the event, the AI Governance Media Action Initiative was launched. Over 200 representatives from international organizations, media agencies both domestic and foreign, think tanks, and businesses participated in this event via both online and offline platforms .
